About Ruthena
Ruthena Milbourne, CPPB is a dedicated procurement professional from Maryland with eight years of experience in public procurement. She currently serves as a Procurement Specialist II with the City of Baltimore, Department of Finance, Bureau of Procurement, where she specializes in reviewing, analyzing, and developing complex procurement contracts for specialized services and technology supporting City agencies.
A member of MPPA since 2024, Ruthena currently serves as Membership Committee Co-Chair. Outside of procurement, she enjoys cycling and hiking, using these activities to explore new places, enjoy the outdoors, and experience the beauty of different landscapes.
