Essential Functions: Serves as the principal public purchasing official for the City of Salisbury and is responsible for all aspects of procurement for a municipality with a budget of $40 million. Also responsible for the management and disposal of all surplus supplies and property and for management of the City’s downtown parking operations. Administrative direction is received directly from the Director of Internal Services.
Requirements: Four year degree with courses in public or business administration or related fields; supplemented by a minimum of four years of professional experience in purchasing with at least one year at the administrative level; prefer governmental purchasing experience. CPM/CPPO certification or equivalent preferred. Candidate must have strong supervisory, communication, computer, and problem solving skills and must enjoy working the general public.

Part-Time Temporary (35 hours per week / minimum 3 month duration)

Nature of Work: Dispatcher and Procurement Assistant – Part-Time Temporary (35 hours per week , minimum three (3) months) Hourly rate is $19,06 - $28.59 commensurate with experience. Under the supervision of the Construction Contract Administrator and Bureau Chief this position is responsible for assisting in a variety of administrative operations related to the general operation of the Construction and Facilities Services Bureau. Duties include but are not limited to answering the phone, dispatching duties, work order entry and database administration, copying, filing, data entry, review and control of incoming and outgoing correspondence and follow-up on maintenance related work performed at the Columbia Association facilities. Additionally, this position develops, issues and administers competitively procured goods and services in accordance with CA’s Purchasing Policy.

Minimum Qualifications: Requires a Bachelors degree or equivalent; previous experience with facilities management, public procurement practices, problem solving skills and familiarity with the use of computers specifically Access, Microsoft Word, Excel and Outlook.

POSITION: Purchasing Agent

SALARY: Grade 67 $31,550 - $48,952
*Hiring Range Begins at $40,000. Commensurate with experience.

LOCATION: Administration Office – Towson, MD

NATURE OF WORK: Under the direction of the Facilities Services Coordinator, and in accordance with established rules and procedures, performs a variety of purchasing activities including: preparing technical specifications for commodities and services; preparing, evaluating and recommending the award of advertised solicitations and informal/ formal bids; and purchasing supplies, materials, and equipment. Directs the work of supply room staff involved in purchasing and distributing supplies.

MINIMUM QUALIFICATIONS: Bachelor’s degree from an accredited college or university with coursework associated with purchasing and material management principles. Additional professional experience beyond the minimum required in purchasing may be substituted on a year-for-year basis up to a maximum of four years for the required education. Designation as a Certified Professional Public Buyer (CPPB) Certified Public Purchasing Officer (CPPO), or Certified Purchasing Manager (C.P.M), is desired. Five years experience in an office environment which includes two years of experience in purchasing a variety of commodities in a public sector.
